This depends on how you define smart? If you go by IQ then it would be South Korea. Scientific achievements it could be German however this was most likely to them being a very war oriented country in the past. Take Americas achievements for example, the whole space exploration thing with Russia was mainly due to military achievements and showing power. When people speak different languages they come to conclusions in a different way and many countries solve problems differently even mathematically. Some languages can say sentences faster and in theory (think them faster too). I believe that South Korea takes the cake for being such a technological oriented country even in their mainstream. (They watch video game competitions on TV as well as sports). When certain technology is introduced in to human life it changes the brain in a big way. The brain of someone who has not been introduced to certain technological advances or principals is far different from one that is not. Trying to explain certain mathematical and technological advances to someone who has reached maturity in say the 17th century would be very hard.
