It depends in which era you ask. Certainly, the capacity for violence they displayed during the World Wars, and even in conflicts before that, would easily earn them the title "A Violent People". But today, they have one of the lowest murder rates in the world, and are only modestly engaged in the Afghan conflict (which is more or less a police action anyway).
One of the ironies of post-WW2 history is that Japan and Germany (by and far the most belligerent Axis powers in WW2) are now 2 of the most peaceful countries on Earth; while Russia and The United States (the largest Allied powers reacting to Japan and Germany) have significant homicide and military flair up problems.
I personally don't believe in the notion that a racial bloodline holds inherently violent tendencies. And so, I would answer your question with the simple observation that since people living in Germany today prioritize peaceful co-existence over violence, that "no", Germans are not violent people.
