Some are. Herbivore eat only plant matter.
Some are carnvorous - they eat animal matter.
Some lizards eat animal matter and plant matter and so are omnivores.
some are eg blue tonged skink, bearded dragon, iguanas
EDIT: Bearded Dragons are NOT Herbivores! When young they eat 80% Insects 20% Veg when fully grown they don't need as much protein so it swaps around 20% Insects 80% Veg. Most Bearded dragons are calm and easy to tame however you can get the odd one that will bite.
Iguanas are fully Herbivores but grow to 4-6ft. Iguanas are normally very timid when younger and can get aggressive during/after they reach sexual maturaty unless handled correctly. Taming them can be hard and can take anywhere from a weeks to months. Taming is a must as having a 5ft monstor that bites and whips you is not a good thing.
Both of the above require heating and UV lights. Without UV light they will die, UV lights should be replaced every 6-9 months even if they still work, they will still produce visable light but they stop producing UV light after a certain amount of time.
