Some small dogs are smart, and so are some big dogs, so yes and no. It depends on the dog. Different sources give different lists of 'smartest dogs', but most breeds which figure are larger breeds. An exception is the papillon.

No it may seem that larger dogs do but you never hear the reports of a smaller dog biting a person. but you do hear if it is a larger dog. It all depends on the dog and how it is trained or lack of training. http:/www.dogbreedinfo.com/articles/smalltoydogs.htm

depends on the breed of dog, and the personality of that individual dog. My rotti is extremely good with small dogs because he was raised with one as a puppy. A big dog that is not socialized with smaller dogs may be aggressive towards them.

It really depends if the dog has been trained in life, when dogs grow up they seem to get smarter. And sometimes it depends on what type of dog it is.

Whether large dogs are smarter than large dogs depends on the nature of the animal.

The smartest dogs are the Collies and Golden Retrievers.
