No, if the animal is alive, then the bones are alive. Inside the bones are marrow, which produce new red blood cells. If you fracture a bone, then splint the bone. The cells will grow back together and heal.

No. Bone is considered alive until it can no longer receive oxygen and other such nutrients that it need to remain "alive".
