Males generally sing more than females......but either they will make their presence known! If you have two birds they are generally noisier than one...but really it all depends on the bird, they are all individuals

Good lord, yes! Most parrot species are messy eaters. A budgie diet usually consists of at least a few seeds, which means seed hulls get blown around. All birds also give off dander or "bird dust" which is a byproduct of both feather sheathes during a molt and the bird's skin; the amount varies from bird to bird. Birds will also go through molts (replacing their feathers) one to two times a year, meaning that you will have little down feathers blowing about as well.

However, the good news is that a seed skirt for the cage can help keep mess to a minimum and budgies are generally not messy poopers, so cage cleaning should be easy.

They are far from loud. The bigger the bird the louder they are. But in this case, the smaller the bird the quieter they are.
