Generally a buzzard will not attempt to harm a human. Buzzards are scavengers and eat the carcasses of deceased animals. However, due to germs and the unpredictability of wild animals caution should always be exercised when encountering a wild buzzard.
Not directly a threat, but they could case harm in an indirect way, I will get into that later.
For the most part buzzards are not dangerous to pets, at least not directly. Like other wild animals they tend to stay away from living organisms including pets when possible. They eat dead animals and prefer to eat dead animals after they have started to decay. The reason for eating decaying flesh is because the bacteria in decaying flesh has already stated the decay process. Thus the buzzards do not have to invest as much into digesting already decaying animals.
In an indirect way buzzards may be harmful to both pets and people because if you have to many buzzards defecating (pooping) around and walking around live pets, these unclean birds droppings and feet may spread disease causing bacteria, virus, parasites, and even possibly infectious fungi.
Personally I think buzzards are large awesome birds that play an important part in the ecosystem. I like them as long as they are at a distance. I would not want them roosting around my yard and my pets to the point that their droppings build up even a little because their droppings and feet may spread many germs to my pets, and my pets would spread them to my family.
