No circumsicion deos not effect the sise of the penis. That's like saying that having short hair affects how tall you will grow. The prepuce, or foreskin, has nothing to do with penis size, this is decided by a combination of genetics and hormonal activity during puberty. Testosterone is what causes the penis to begin growth during puberty.
