It is a physical property. It refers to the inability of a substance to enter into a state of solution with, or dissolve into, or become a mixture with, another substance, in this case, water. Oil is not soluble in water (insoluble); when placed together, oil and water remain two separate substances, each with their original physical properties. On the other hand, sugar is soluble in water; they form a mixture that appears to be one substance, but the molecular (chemical) structure of each does not change. What you see is a physical, but not a chemical, or molecular, change.

A change in chemical properties would occur if you dropped sodium metal into water (Kaboom!). The H2O molecules would react (violently - do not try this at home!) with the sodium atoms forming two new substances with properties and a molecular structure unlike the originals - sodium hydroxide and hydrogen.
