Monkeys and dolphins are both extremely intelligent mammals. For a long while, monkeys were thought to be the most intelligent mammal because they closely resemble humans. However, recent studies show that dolphins might be smarter than we originally thought.

Keep in mind that dolphins do not have hands or thumbs as monkeys do, so they have a limited ability to make and use tools.

Monkey behavior is very likely similar to that of our early ancestors, which would lead to the conclusion that monkeys have the potential to be the most intelligent animal on earth.

A dolphin can "see" by listening to the echo of high-pitched sounds it generates -- a process called echolocation. This process is very strenuous on the hearing part of the brain, and would require a lot of thinking power to piece together an image based on sound alone. . . but so do bats.

Another way to show intelligence is the awareness of language. Some species of monkey are extremely vocal and communicate through a variety of sounds. Dolphins likewise use a sophisticated array of squeaks, whistles, grunts, and clicks. Dolphins are commonly taught to understand hand signals and sign language in study environments and theme parks. A fairly recent study showed that dolphins can even understand grammar in hand signals: dolphins can tell the difference between "ball touch hoop" and "hoop touch ball". But an ape can actually communicate through sign language, both understanding and communicating through it's hands, which are much like our own.

A few years ago, many people might have said that monkeys are the smartest mammal, but now many scientists are beginning to see that dolphins might be smarter. However, more studies are needed to confirm this theory. So there's no strait answer. If dolphins had arms and legs and the ability to use tools, then we would know, but primates are the more evolved species, and we can not fully gauge the thought process of a dolphin.
