Pretty much everything is poisonous if you eat too much of it, but orange peels don't contain significant quantities of anything that's really highly toxic. Limonene (the oily substance present in orange peels with a strong citrus scent) is mildly toxic (it's mainly a skin irritant), but unless you're eating them by the pound or are highly sensitive to it, it's probably not going to cause much of a problem.

There are several common foods that include orange peel, which is a good argument that it's not very poisonous: marmalade and candied orange peel, to name just a couple.
