Yes, any programs you see on your taskbar are running.
If you have them "open" then that would make them active, if they are minimized they are still running, but only in the background.
To see a list of all running programs (active and inactive), press "CTRL + ALT + DEL" to view a task manager. From that window you can end any processes you don't want running.
The Task bar
Programs that are running will be in 'Task Manager' this can be accessed by right-clicking the taskbar and then selecting 'Tast Manager', programs that are not in use will not be running/seen until started.

The "Task Bar" is the place (the thick bar at the bottom of the screen by default) where like "buttons" are arranged all tasks which are running at the moment. There are many tasks running in the background which aren't displayed here. Those tasks are system tasks which can be found in "Task Manager" (right click on the clock and select "Task Manager"). On Task Bar will be displayed the major tasks opened by user as "Windows Explorer", "Mozilla Firefox", "Search Results", "Winamp" and many more.
