The meaning of "rabbit biscuits" is uncertain.

Baby domestic rabbits, once they're weaned, eat unlimited amounts of hay and pellets. Once they're a little older, they start to eat fresh greens; when they're almost adults, they can take a small treat (like fresh fruit) now and again. See the related question (linked below) for more info and links.

Rabbits of any age should not eat crackers, breads, seeds, nuts, dairy, egg, or meat products; some healthy rabbits are okay with a super-tiny treat of grains (like one or two oat groats) every now and again, but it's not necessary.

No, digestive biscuits are unhealthy for rabbits.

Rabbits shouldn't eat any kind of biscuit or processed "human" food (like cereals, bread, crackers, oatmeal, etc.) These foods have ingredients like sugars, salt, preservatives, dairy products, grains, flour, artificial colours and flavours - all of that's unhealthy for rabbits. Remember that bunnies are much smaller than us, and herbivores: they digest things very differently, and food affects them more strongly than it does us.

Rabbits should only eat hay, pellets, and certain fresh vegetables and fruits. Dark leafy greens are the best kind of vegetable; all other veg and fruit is only okay as a treat.

Grains, seeds, nuts, and non-leafy vegetables (and fruit) aren't a natural part of a rabbit's diet, and too much will make them sick. Bunnies get enough of these kinds of ingredients in their pellets. Any more, like in a digestive biscuit, is unhealthy for them.

A poor diet can lead to obesity and long-term illness in rabbits, but it can also lead to short-term illness and sudden death. Rabbits have a very sensitive digestive tract. If they eat something that gives them gas, or if they spoil their appetite for hay by eating unhealthy foods, they can develop GI stasis and die within 48 hours.
