Sandals and shoes are different items of footwear.

Technically, sandals are not shoes, but boots also are not, so that doesn't make it any less valid form of footwear, just a different one.

What defines a sandal is the fact that part of the foot fitting or coverage, at least in the heel area, is partial, being made of straps. They don't necessarily consist of an open toe, although it's more common, but in such case the toe box should enclose a minimal foot area, most the foot must be uncovered or only partially covered in straps, keeping the footwear lightweighted.

It's the case of women's closed toe slingbacks (Chanels) which are often considered a type of sandal, because the heel area is enclosed (not covered) and the foot held in place by a strap, which crosses behind the heel. Sometimes their strappy area is smaller than the toebox area, but most of the foot is left bare and uncovered and the strap is what holds the foot in place.

D'orsay pumps instead are shoes because they have no straps.
