Regulation CC applies to all banks & credit unions, but it only applies to transaction accounts. Nontransaction accounts, such as savings accounts, CDs, share accounts or membership accounts, are not governed by Reg. CC. So Regulation CC does not apply to them; only to checking accounts.

What are the similarities and differences between checking and a savings account?

BOTH accounts: - accept unlimited deposits of cash and checks - are, in the United States, FDIC insured up to the applicable amount - are liquid, meaning you can withdraw at any time without incurring any penalties (however, there are limitations to the number of TIMES you can withdraw from a savings account in a certain period) - can have a single owner or multiple owners - can be accessed using an ATM card at an ATM - can accrue interest, though checking accounts usually do not - can be used as overdraft protection on another checking account, though usually this is something only a savings is used for CHECKING accounts: - give you access to your funds using checks - can be withdrawn from an unlimited number of times - are governed, in the United States, by Regulation CC, which guarantees a certain time frame of availability on deposited checks - can be accessed using a debit card and/or an ATM card SAVINGS accounts: - do not have checks, but can be accessed using a withdrawal slip at the teller line - can only be withdrawn from 6 times in a given statement period without incurring fees (some banks start charging fees at 3x), per Regulation E

An unknown person reported your credit card stolen The CC company froze your account without notifying you How can they do this before contacting you?

Apparently the person who reported the CC as stolen had access to all the information that was needed to convince the card issuer that they were indeed the account holder. The fact that someone has such personal and financial information is a much more serious matter than having an account temporarily "frozen". It would be advisable to obtain a copy of your credit report, check all your financial statements including bank accounts very carefully, and report any discrepancies immediately.

What is the difference between percent by mass and percent by volume?

If two substances have different densities then their mixture will contain different proportions depending on whether you look at their mass or volume. For example, consider two substances, A and B where the densities of A and B are 1 gram per cc and 2 grams per cc, respectively. Suppose the mixture comprise 10 grams of A (= 10 cc) and 10 grams of B (= 5 cc). Then the total mass of A+B is 20 grams so that A accounts for 50% (10 out of 20) by mass. The total volume is 15 cc so A accounts for 67% (10/15) of the mixture.
