The barrel of the gun can be no less than 18 inches long from the tip to the end of the chamber or the over all length from the tip of barrel to the end of the stock. To have one shorter you must first get a special license from the ATF along with a background check. At least that is what I got out of everywhere I looked.
Actually, both answers are only partially correct. A shotgun with a short barrel is only AOW (any other weapon) if it has no stock. If it is a short barrel shotgun with a regular shoulder stock, it is a SBS (short barrel shotgun).
