Because shaggy is a pothead. He gets mad munchies and when there isn't a superterrific sandwich around, he eats what he can. Why he's so enthusiastic about eating scooby snacks, i don't know. Theres also a chance that scooby snacks are edibles and the reason he likes them so much is because they get him and scooby high. Source: personal experience with munchies & edibles
