Under FEDERAL LAW, all NFA (National Firearm Act) items are legal for private ownership across the entire United States. This includes silencers. The process to buy silencers involves applying on an ATF Form 4 and paying $200 to the BATFE for a tax stamp, thus giving you the legal ability to take possession of the serial numbered silencer. Depending on how you apply (as an individual or as a legal entity like a Trust), you may need to obtain a CLEO (chief law enforcement officer) signature on your Form 4, submit fingerprints, and a submit passport sized photos of yourself to the BATFE as well.
