They are technically a liquid except it may seem like a gas because the bubbles float, but that is only because of the less dense oxygen and helium, including other elements from the air and other chemicals that are in the bubble to make it float.

A soap bubble is all three, it's a solid because it maintains it's shape. It's a liquid because when it pops it turns into water, but it's a gas because it's made out of air, and air a natural gas because it's made inside of us.
