No, they arent illegal. Some people with certain disabilities or handicapped people have to use a knob because it is easier to use than to hold the steering wheel. Some bus drivers and tractor trailor drivers use them. People that often tow a trailer or boat also use them because it is easier to use while backing the trailer or boat. They arent as common as they used to be, but some automotive accessory stores still sell them.
