Rays such as the manta ray are in fact vertebrates. They have a skeleton made primarily from cartilage. They are closely related to sharks, who also have a skeleton of cartilage.

It is a vertebrate like all fish. (Obviously there are some invertebrates like seahorses which are seen as fish but rays aren't one of them).
