I only read half of the first book, all of the second, and I'm partway through Mockingjay. Although, yes it is understandable, it helps a lot if you know the names, about the districts, about the story line, and about 'the berries' that are mentioned countless times in Mockingjay, yet are not explained. The books are great, so I suggest you read them. It would help you understand a ton.

The Capitol always want to be in charge and superior to the Districts. A way of doing this is taking away their food. This means that the Districts are relying on the Capitol for food, meaning that the Capitol has an advantage over them. By not allowing them to hunt, the Capitol can make sure that the only food source comes from them. In short... A (the Capitol) wants B (the Districts) to reamin poor so that A can remain in charge a.k.a A wants to be greater than B.
If it's a Mockingjay Part, everyone that is a girl will probably be dressed as a mockingjay. I would go as something more..original. Not sure what, but something else from those books. If you do decide to still go as Katniss with her mockingjay outfit, dress the way the author describes the dress in the book. Or, if you've seen the movie, dress the way she did in the movie!
