They were only acquaintances at first, but in Harry Potter and the Goblet of Fire, both Cedric and Harry are chosen as the Hogwarts school champions, so they have a lot more contact and eventually could be described as friends.

∙ 11y agoNot particularly. Cedric was a couple of years older than Harry and was a Hufflepuff. They were both seekers for their respective Quidditch teams but apart from that had nothing much in common. Harry first got to know him a little better at the Quidditch World Cup, to which they travelled together with Cedric's father and the Weasleys. It was during the Triwizard Tournament that Harry got to know Cedric better, and although they were competing with each other, Harry got to appreciate Cedric's qualities and to admire him. Cedric was indeed the champion of Hogwarts in that year and deserved to win the Triwizard Tournament; Dumbledore's eulogy says it all. But he was never Harry's friend in the sense that Ron and Hermione (and even Neville) were.
