yes if it's summer and you hot air blowing up from the condenser outside it is working
Without seeing the unit it`s hard to say with absolute certainty but most are air out.
The easiest thing to do is to check the unit outside your home for any debris or weeds that may have accumulated on or near the unit. Removing those items and then, once you secure the power to the unit, clean the fan blades with a wire brush will keep your unit in top shape.
Cut it off. An AC unit is supposed to remove the humidity from the air and condense it to water which you pump outside the house. I may not be clear on the problem here but I would try to prevent outside air from entering the attic.

More than likely there is a problem with the wiring or connectors . The fan is only working at low because there isn't enough current getting to it.
