In countries that use congress (instead of parliament), there are two houses (lower house of representative and upper house of senate) in which members of congress are divided into. However, the term congressman is used to describe the members of lower house of representative.
House of representative represents the state (where each state may have at least one representative - some have one representative for each district) while senator represents the country (with 2 senators from each state). But congressman do have power to pass legislation that affects the entire country although it must pass through senate and the president.
For the US, the powers of house of representatives and house of senate is described in Article One of United States Constitution. The senate and the house of representative have different powers.
