There is a ranging shop in varrock square located north west of the squar. Also, you could buy a cross bow at the G.E. You could also make your own crossbow if you are a member.
Member could only use crossbows. The only free-to-play cross bow is a bronze crossbow that only shot bronze bolts. it is a very weak weapon and isn't very effecive. :)
