Yes, there are otters in Delaware. I've seen them in Wagamond's Pond in Milton, a school of them. They are quite amazing. I don't know much more about them, but there were at least three, possibly four of them in the pond (which is about 4/10 ths of a mile across at the widest point).
There are river otters and minks in NJ. One morning while driving to work on rt 513 I saw a creature that resemble a ferret in size scurrying under a guard rail back towards the river. There are definitely otters in Barnegat Bay- I saw a pair of them yesterday morning- 4/5/12- near the lagoon entrance to Forked River Beach while kayaking. If you kayak the bay every morning year-round, you eventually get to see eagles, seals, night herons, green herons, egrets, big blue herons, various diving ducks, brandts, mallards,kingfishers, red-tailed and marsh hawks, and a wide variety of gulls. Great place to kayak- particularly in the winter when there are no boats roaring around.
