Yes. While winter generally has the lowest number of tornadoes they can and do happen. Several significant tornado outbreaks have in fact happened in winter including January of 1999, February of 2008, December of 2010, and two in February and March of 2012. The deadliest tornado in U.S. history was on March 18, 1925.

Not with the current climate, no. It is far too cold. At other points in Earth's history, such as during the Cretaceous period, the south pole had a temperate climate. At that point the possibility of a tornado could be considered.

The north pole has occasional thunder storms along with every other part of the world, just not as frequent due to the lack of o2 (OXYGEN) in certain parts of the atmosphere.
