They can be to your eyes: too much light and you go blind. We use visible light daily to see so any frequency in the visible range is not harmful in/and of itself; but an excess of anything is bad for the human body.

In general, no.

Some exceptions:

There are some who are unusually sensitive to light, including natural sunlight. They can get rashes.

There are some who's eyes are more sensitive to light.

There was a short story wrote about a man who killed another by setting up a powerful spotlight, and shining it in his enemy's eyes, just as his enemy drove around a hair pin curve at night. He lost control and drove off the cliff.

Yes. Extremely bright light, such as from a laser, can cause eye damage. The most powerful lasers can actually cause burns and start fires.
