Yes, it can be done, but the more common thing is to rhodium plate it rather than platinum plate it. Rhodium is more dazzling, has more "bling", than anything else. And it's not prohibitively expensive $20 to $100 probably.
Unfortunately, white gold rings cannot be converted to platinum. To start with, there is really no such thing as white gold. White gold is really a mixture of a percentage of yellow gold and alloys such as nickel. Platinum is a different metal itself and because it is normally 95%, it is rarely alloyed with many different metals. Since platinum and white gold are completely different metals, there is no way to convert one to the other.
Your best bet would be to trade your white gold ring in for it's "worth" for an upgrade to platinum.
