Here is my solution: 1, 7, 3, 9, 5, 6, 2, 8, 4, 10... wrapped around in a circle, of course. I saw no logical approach to this, but started out with the numbers simply arranged in order. Making two swaps (2 with 7, 4 with 9) was enough to produce a solution.
