Girls do not get breast milk until they are pregnant. Breast milk is not needed unless they need to feed their baby. Breast milk will usually come around week 17.

That is hardly accurate at all. Firstly, men and women can lactate, even babies male or female can produce leakage it's all about a hormonal imbalance. And true "breast milk" does NOT come "around week 17" usually 7 months into a pregnancy colostrum is produced, no two pregnancies are the same however. Most women start producing real breast milk about 3 days after delivery. Again it's different for everyone.

It is different for every girl. Some people get them really early while others don't get them until they are mid-way through their teenage years. For a lot of people they start to develop around twelve or thirteen but don't worry if you haven't got any yet. Even if you develop them late, it doesn't mean your breasts will be small.
