you must use your headlights between one-half hour after sunset to one-half hour before sunrise, or anytime when person or vehicles cannot be seen
30 Minutes before sunset
It depends upon driving condition (not time)
When it is raining during the day you should always keep your headlights on.
Your headlights should be on whenever it will make a difference on the road. If you can look at the road and be able to tell that your headlights are on/off, then they should be on. Some states, such as New York, require headlights to be on when visibility is limited, such as in rain or fog, even in the day, regardless of whether or not you can see them on the road. In fact, one of the criteria for headlights is whether or not you are using your windshield wipers. At dusk or, in some states where mandated, when it is raining or foggy and you need to turn on your windshield wipers.
There is not a certain time but when it becomes dusky you turn them on.
no but they need a lot of reflectors
yes, it's your day time running lights. should be a fuse for it in your relay box under the hood.

By at least some of the Sate laws one hour before sunset.
have your drl (day time running light mogule) checked...it can be unplugged, but then you may not have any lights at all on some vehicles.
Your headlights are your DRLs
