If the only thing to replace is the unit itself, the install is not expensive. You could buy a new 13 seer 2 ton unit for around $800.00. To have someone install could be done for under $500.00 realistically. If you wire the unit, and can braze( silfoss) the liquid and suction lines and just need someone to evacuate (vacuum suck down) and charge the unit, it could be done cheaper yet...
The seer doesn't matter if it will function or not it will. Just keep in mind that you will only get 13 seer max out of system

I've gotten three estimates, one for $4500 if I pay cash for a 3 ton 13 SEER with some odd mfg and installer. Another for $7500 (Lennox) and they dropped that to $6500 after a day, a third for $8000 (Trane or Carrier, 3 ton 15 SEER. Egads. What's a girl to do?

1400 sq with good insulation can be serviced with 3 ton system. 12 SEER or 17 SEER ? Price vary lot. Expect to pay $400- $7000, Goodman is cheaper, and Lennox is expensive. Your location also is a factor since some place contractor competition is low so then tend to be overcharged. See the reference link

I am trying to figure this out myself. I have found that the higher seer units 18-22 are not worth the price of the initial outlay compared to the minimum 13 seer units. So I am looking at a 15 seer unit that will operate at 16 seer. Based on my findings so far I am leaning towards either a Trane XL 1 5i. However I think I need to get bids on Tempstar. They seem to have a good rating and are made by Carrier. It is hard to figure all this out. Try your question on HVAC Talk site.
