Bears and Bulls refer to the different mentalities, actions or biases that market participants have. Bulls are those who have bought, covered short positions, or intend to do either of these things. Bears are those who have sold existing holdings, taken short positions, or intend to do either of these things.

There are varying opinions as to why these animals are used for this type of market behavior. The most widely accepted being that when bulls attack they scoop their horns upward and when bears attack they claw downward.
