My friend was able to use one coat, but she was painting the wall a slightly darker color. I painted a dark wall with a nearly white color and had to use two coats. The first coat looked horrible and I was surprised that the coverage was great once I put on the second.
First use a good primer, such as Kilz or Behr. You will need at least one coat of this, for very bad stains you could use two coats. After that you should be good to paint over top of it. If you are going to paint a very light colour, such as white or soft yellow, you might want to use Behr paint and primer in one, as it offers the best color coverage.
