Evidently yes. The sparrows and juncos on my deck stand on one foot, then switch, alternately pulling one foot up into their feathers, then the other. (Conditions -- outside temp about 0F, windchill in the minus 20s, birdies standing on packed snow.)

I guess you have to define cold weather. My chickens are kept in an unheated barn over the winter and endure temperatures below zero, so if that is cold then yes birds can withstand cold. I also see small house wrens or whatever they are all winter here in north east Wisconsin, so even small birds seem to do alright.

Birds fluff up their feathers when they become cold, which is usually under the 30s to 50s.

Owls do get cold, if an owl does not get enough 'fuel' ( meaning food ) they will feel the cold and may also die from the cold after too long a period without enough food.

Birds commonly fly south for the winter to survive the cold (or north if they are from the south). For example, the American Hummingbird flies to Mexico to survive the harsh U.S winters.

They do, but they have adaptations to stay fairly warm. I have seen birds out and about on days that were -15 F.
