If NONE of the brake lights are working (including the "high mount" center light, I'd check the stop light switch next. It is located up under the dashboard near the top of the brake pedal lever. CHeck to see that it is still in proper adjustment (barely touching the lever, and if it is, it may need replacement.
its a 2001 ford focus 1.6 petrol

Are you sure you need the fuse for the cruise control. My cruise control wasn't working, neither were my brake lights. All 7 bulbs were burnt out. When the brake lights were replaced the cruise control worked.
they are two different lights. replace the light that is malfunctioning, but check the fuses first. It's the cheapest way out.
Check your brake lights and see if they are working. Ford has it so if your brake lights are out you can not shift out of park.
