Most likely it is caused by a low refrigerant charge, which might mean you have a leak. You can buy R134a and a kit to charge your a/c system at most automotive stores and at Walmart. If it is a leak most mechanics can find and repair/repace what ever is leaking. It could also be the a/c switch on your dash or an open wire somewhere in your a/c system.
Assuming the heater works fine, you have a short, probably in the AC compressor clutch.

It could be electical like a fuse, but I had a problem on my 2000 Astro that was caused by a rubber vaccuum line that was split. I replaced it for about 2 bucks and it corrected the problem. Hope this helps
