A Curio and Relic license (C&R) is a license that allows collectors to purchase certain guns directly, without going through a dealer in their home state. It is not a license to engage in the business of buying and selling guns, but requires the collector to go through the same background check that a dealer goes through. The license is $30 for 3 years.

If the array consists of r rows and c column, and the total number of cells in the array are n = r*c, then r*c = n and c*r = n so that r*c = c*r : which is commutativity of multiplication.
Presumably C means circumference and R means radius? If C = 2*pi*R Then R = C divided by 2*pi
To legally purchase a fully operational machine gun, you have to pay a fee and be separately approved for each gun you wish to purchase. It's a tax fee, and has nothing to do with a C&R license.
