For a Briggs and Stratton motor 3.5 motor used straight gas and oil in the crank-case, there is no ratio.
There is usually a square 1/2 inch plug under the crank-case to drain the oil. The you replace it with the correct amount.
Yes, you just aline the divot on the Cam gear with the dash on the Crank gear. Very easy to do.
There are many parts at are used on multiple models of engines, so its like a 50/50 chance. The 1/2 horsepower difference may use a completely different one though... Post back the model and code numbers of each of the engines, and I will look up if they are compatible or not.
There will be either dots or arrows stamped on both the crank and cam gears for alignment, just make them meet on the same gear.
flywheel key could be sheared OR check valve settings as likely the cam followers are on the wrong valve.
The next thing to check is to see if it's getting fuel. Crank it a few times, then take out the spark plug and see if it's wet. If it isn't, it isn't getting fuel.
If it is a Briggs and Stratton engine, it sounds like you might have to adjust the valves. There is a built in compression release that lets it crank over easier. If the valves are too loose it will not release the pressure.
You may need a new battery.
