No, the plug configuration is different for the different voltages. This is the reason behind different plug pin configurations.

Check for the voltage tolerances specified on the equipment. If the tolerance cover the 220V range, it is Ok to proceed by plugging into 220V outlet. This is normally taken care for a 208V equipment to be used with 220V supplied, except that the life span will be affected. From Safety point of view, it is not advisable to do so if the tolerance is not found.

208 can never be the same as 220 but some appliances would be able to work with a range of voltages that includes 208 v and 220 v. The voltage should be marked on the appliance.
