You have to be 21 to pour as a bartender or serve as a cocktail waitress. You can be 18 and serve if you are working in an area primarily intended to serve food as a waiter/watress and the alcohol is being served with a meal.
You can serve alcohol once you are eighteen, but I don't know if anyone under 21 is allowed in a "pub".

If the pub is a family pub like a harvester or retaurant pub you can go in at any age, but if its a normal bar then you have to be 18 or over.
