Most likely. Most girls start puberty around 11 or so. It is different for every girl though. It will depend upon her genetics (and it is the same for a lot of girls as to when their mothers started going through puberty) and the amount of growth hormones that are in our foods.But 8 is VERY young for a girl to start puberty.
