You seem very confused about the world of pokemon. Eeevee doesn't evolve at a level. You need an object to evolve it, but I forgot how, so go to www.wikapedia.com and search Eevee, or if you want to search on Bulbapedia. One of them will show how to evolve it on the evolutions page. Eevee can also evolve into ALOT of other things. Hope I helped! :)

Eevee will not evolve into Glaceon in any of the following versions:
Red, Blue
Gold, Silver, Crystal
FireRed, LeafGreen, Ruby, Saphire, Emerald
Gen IV-
Platinum, Diamond, Pearl: Route 217
HeartGold, SoulSilver: N/A
Gen V-
Black, White: Near the Icy Rock deep in Twist Mountain.

∙ 9y agoNo, Eevee cannot evolve into Glaceon in Pokémon HeartGold, you'll need to trade an Eevee over into Diamond, Pearl or Platinum and evolve it into Glaceon there and then trade it back to HeartGold.
