You can, however only in the safari zone in 3rd generation games, and even then they are very rare. Any pikachu in the 4th generation games has a chance of holding a light ball. I have no informaiton regarding the 2nd generation games, however there would be no point in having one in the 1st generation, as there was no breeding then.
