If it replaces power that would otherwise produce carbon dioxide, then it must do so, because it does not emit CO2. This is not taking account of the process of manufacture of the solar panels-this may cause some pollution.

Addition:

The CO2 cost of manufacturing solar panels is cancelled out in just a few years of using the solar panels for energy, whether they are photovoltaic panels for electricity, or solar thermal panels for heating hot water.
