Because from what I have read .. Thor was in normal state when he fought hulk and was defeated .. But however when thor has runes or Odinforce he can destroy planets with a blink of an eye. I mean comon planets .. If he can destroy planets he can destroy hulk .. But Thor is so much of a good god he won't use Odin force on hulk knowing the beast is confused and really means no harm also hulk has Bruce banner an innocent person within him .. So Thor fights and to hand combat with the hulk using no real power just the hammer and the electricity to try and hold him down while he thinks of a plan .
