Treecho cannot learn Energy Ball in Red Rescue Team because Energy Ball is a 4th generation move, and Red Rescue Team is a 3rd generation game. Energy Ball hadn't been invented when Red Rescue Team came out.
Visit the move tutor at the PWT (Driftveil) the furthest right one (since the pledge one is there also), but your Venusaur must be very happy for them to teach you it.

Im pretty sure its Frenzy plant. Only Venusaur, Meganium, Sceptile, Torterra, and Serperior can learn it.
