In order to transfer the ownership of a handgun to a resident of a different state than your own, FEDERAL law requires that to gun be sent TO a Dealer with a Federal Firearms license in the home state of the person recieving it. The only way to do it legally is to have the Georgia resident send it to an FFL dealer in California, then take possession of it through that dealer. Georgia's definition of gun rights and California's do not go hand-in-hand, at all.
